A citizen of the Republic of Armenia Sahaksyan, who carried out labor activities in Russia, after dismissing at his own request, applied to the state institution of the employment service with a statement declaring him unemployed. At the employment center, they explained to him that they could not recognize him as unemployed and recommended that they register as unemployed in Armenia. Considering the refusal unreasonable, Sahaksyan turned to the Commissioner for Human Rights in the Russian Federation with a request to assist in registering his employment center as unemployed.
