Description

For improving IRAT handover success rate, LTE to WCDMA ANR feature was activated. Until the feature activation, handover relation was created manually to the legacy network. And it was causing time wasting and too many missing Inter-RAT neighbors.
The feature was activated successfully and following performance changes happened:

 Inter-RAT HOSR improved: from 46% to 96.5%
 CS Fallback Setup Success Rate degraded: from 99% to 93%
 CS Fallback Setup Time increased: from 7.3s to 8.1s
