Tishchenko, having received a summons from the district military registration and enlistment office demanding to appear for passing the draft medical commission, did not arrive at the appointed time and appealed to the regional military committee with a written request to grant him a postponement of conscription due to the fact that he works in a public institution of the Institute of Biomedical Problems and at the same time studying at the correspondence department of the Agricultural Academy. After receiving a response from the regional military commissar, which stated that the decision on the postponement is not within his competence, and besides, Tishchenko has no right to demand a grace period for the circumstances indicated by him, Tishchenko arrived at the district military registration and enlistment office and submitted a subpoena.
