Azerbaijani citizen Ibragimov came to visit relatives in the city of Kurgan. After living in the city for 5 days, Ibragimov decided to return to Azerbaijan. At the airport, when checking documents, police officers found that Ibragimov did not have registration at the place of stay. A protocol on an administrative offense was provided for Ibragimov as provided for in paragraph 1 of Article 18.8 of the Code of Administrative Offenses of the Russian Federation, after which he was brought to court. Ibragimov was late for his flight.
